There might be a thread like this one out there, but who do you think was the strongest Kage (not just hokage) ever? I remember the Sandaime Kazekage was supposed to be really strong...but who do you think was/is the strongest?

Theres been many discussions about this.
I think its Sandaime Hokage, because apparently he and Yondaime are the same in terms of the dead's strength. (Kishi said that)

not enough info to make an accurate choice.
Of the Hokages, I'd have to choose the 1st Hokage in terms of raw power. His wood element technique, not to mention being able to suppress the Tailed beasts gives him a lot of direct power. Of course, this doesn't make him the strongest kage ever, as we really don't have accurate information about the other kages.

I don't see how the 'the next generation will always surpass the previous one' works in this series... Kakashi's generation has no one comparable to Minato, the Sannin aren't as powerful as the Third. Sortof upsets me.

Minato imo is the strongest of all Kages. He could take down whole armies. His main rival would probably be Sandaime.. although Minato is much stronger.
