Jiraya was the original 4th Hokage?

In the manga it says that 3rd always wanted Jiraya to be his succesor. this means that when Sarutobi noticed Oro was evil and didnt elect him he elected Jiraya and since oro escaped and Jiraya couldn stop him he resign the position THEN going to 4th? It seems its like this cause Tsunade said he did this when he couldnt stop Oro and we know Oro left cause he wasnt elected Hokage..
This is still not proof but does have some validity i think.. what do you guys think?

I don't see what theirs to discuss here. Jiraiya was originally planned to be the 4th, but didn't want to become the 4th because of Oro. That's pretty much all their is to it.
