If you are referring to Isshinsai Ogata(Kensei), he was never a master at Ryōzanpaku. He was the previous Disciple.

No I am sure they mentioned a master who left the Dojo. I know it is not Kensei he was a student. I need to go threw the manga or show but I think or atleast thought there was one who left.

Saiga Fūrinji is the only other person that I can think of to be a master there. If they ever said a master left, it would be him. Though he is not the final master as the last one is still apart of them, just away at the moment(over a year).

Well I do know that Saiga is Mui's father, which to me means that Saiga Fūrinji could be at the very least have strength comparable to the Elder which would lead to a showdown between Saiga's disciple, Kajima Satomi(Current leading of Yomi) and Kenichi.
