If it's one piece pirates vs naruto ninja's than I think Pirates win easy. If they are both real world than I still think Pirates win easy. Real Pirates use Guns and Guns are better than Shuriken.

For one piece vs. naruto there should be a one on one face off, strongest from naruto vs. strongest from one piece. that should settle it

Much as I love Shinobi, where are they fighting? Pirates have ships and cannons, how did the ninja get to them? Are they attempting to board a pirate ship and take it by force? If so my bet is on the pirates. However if the pirates sent a landing party that encountered ninja, well then my bet goes the other way. For that matter are we talking about Naruto or Basilisk ninja or real historic ones, if we are talking about anime ninja, then the pirates are screwed. I'll reserve my vote till I have some answers to these questions.
