If Nintendo counts it that way then I'll go with them, canon and all. I just generally classified legendaries as Pokemon which couldn't breed and get the same Pokemon, obviously having to add the last part of that thanks to Phione's ability to breed with Ditto and get more Phiones.
Ah, ok. I kind of hope they cut back on the amount of legendaries this time, seems like the more they introduce, the less "legendary" the existing ones become.
