im guessing because they are classic...and im guessing that if those characters were picked by fans on IGN, then most of those are americans(just a guess) and you know how americans that watch anime will only hear of those that come out on adult swim and the anime network, other that they will be as clueless as King Cold: "What's a "Goku"?"

Actually, it's more of an indicator of age. Astroboy and Speed Racer were what kids nowadays would refer to as "the shizz' back then.
