I think he means there are no new chapters since it's just a volume collection... but it's still worth the download since its HQ and well packaged.

It may not be worth a download for people who don't care about quality.
This is a HQ tankobon scanlation, not the filterwhored magazine scans. Every other GantZ volume has been released in high quality, so it would be silly to not release volume 23 in such a fashion. There are a lot of people that collect these, including myself.
